How to Get a D-U-N-S Number?
To find out if your organization has already been assigned a D-U-N-S number by D&B, you can check by visiting the D-U-N-S number application page. Fill out the form provided on the page and click the “Continue” button to verify whether you already have a D-U-N-S number.

If you do not have a D-U-N-S number, after clicking the ‘Continue‘ button, you will see a warning like ‘Your organization was not found,’ indicating that your organization does not have a D-U-N-S number.

If you wish, you can proceed to the application stage immediately by clicking ‘Submit‘ with the information you have entered.

You will know that your application has been processed when you see the notification shown in the image below.

On average, Apple will send the necessary information to the email address used during the inquiry within 3-4 weeks. You will receive an email similar to the one below, and you will be able to use your D-U-N-S number.

After obtaining your D-U-N-S number, you can proceed to the next step.

Once you have obtained your D-U-N-S number, you can create corporate developer accounts for Google Play and the Apple App Store and publish your applications.

In the Mobiroller Control Panel, select the “Download” section from the left menu and click on the “Android App” button on the screen.

On the screen that appears, you will see a list of the AAB files you have generated so far.

Each time you request an AAB generation, a new version of your app is created. You can track your app updates using the version numbers.

When you click the Generate New AAB/APK File button in the same window, the App Wizard will appear, which you will use to generate an APK/AAB file.

What Are AAB and APK Files? Which One Should I Generate?

In the App Wizard, you will see an option to generate either an APK or an AAB file.

In the Android app ecosystem, there are two main types of application package files:

• APK (Android Application Package)
• AAB (Android App Bundle)

If you want to test your app and install it on your phone, you should generate an APK file. An APK file can be installed on an Android phone, allowing you to test your application. However, an AAB file cannot be installed on a phone.

If you are uploading your app to Google Play Store for the first time or updating your app on Google Play Store, you must generate an AAB file.

To create a new AAB file, select the AAB option and click the Next button.

On the next screen, you will see the Package Name section. This must be the same as the package name you previously entered. If you haven’t changed it, this field will be filled in automatically.

You also need to select the App Permissions on this screen.

About App Permissions:

When creating the AAB file, you must select the correct app permissions.

App permissions are defined based on your app’s content scope and should include or exclude permissions such as location, storage, camera, and microphone in the AAB file.

If you do not select the correct permissions for your app, it will not be accepted by Google Play Store. To make the correct selection, you should review the document provided here.

Then, you can proceed to the next step by clicking on the “Generate App” button.

The generation of your new AAB file may take some time depending on the system’s load. You can track whether the production is still in progress by refreshing the page in the same window.

Once your AAB generation process is complete, you will be notified via email.

You can download your new AAB file from the link in this email or from the Application Details window in the Mobiroller Control Panel. Click on the “Download AAB File” button in the opened window to download the generated AAB file.

After registering your AAB file in the system, you should log in to Google Play Console using your Google Play Developer Account.

Once logged in to your developer account, select the app you want to update and access the control panel. In the control panel, click the “Production” button in the left menu.

Click the “Create New Release” button on the production page that opens.

Click the “Upload” button on the new version creation screen. Select and upload the new AAB file that you previously created and downloaded.

If you are trying to update an old version or if a signing key has not been created for your app before, Google Play Store may ask you to create a signing key. You can review how to create and upload your signing key in the article below.

How to Create a Google Play Signing Key?

Once your AAB file has been successfully uploaded, the “Next” button will become active. Click on the “Next” button.

On the opened page, there might be yellow warning messages. These do not prevent the publication. Click the “Save” button on this page.

Click on the “Go to Overview” button.

On the release summary page, click the “Sent x change for review” button to publish your update.

Once your submission is reviewed by the Google Play team, you will receive the result via email. If it’s rejected, necessary changes should be made according to the reason provided, and the app should be resubmitted for review.

With the update made by Google Play Store on November 13, 2023, the publishing steps vary depending on your developer account creation date and the type of developer account you have.

Since November 13, 2023, developers who create individual developer accounts must test their apps with at least 12 test users for 14 days before publishing. Otherwise, Google Play Store will not approve your app for publishing. Based on our experience, Google Play typically rejects the app during the first 14-day test phase. You will need to start your second 14-day test phase. Therefore, at least 28 days will be required to publish your app. This time may be extended further.

However, individual developer accounts created before November 13, 2023, and all corporate developer accounts can publish their apps without going through the testing phase. Therefore, if you are a company owner, we recommend opening a corporate developer account. To open a corporate developer account, you will need a DUNS Number.

Depending on your developer account type and creation date, follow the appropriate article below to submit your app for publication.

This publication guide is prepared for all Corporate Developer Account holders and Individual Accounts created before November 13, 2023.

Here are the steps you need to follow to upload your app to the Google Play Store:

STEP 1: Log in to the Google Play Developer Console.

STEP 2: Click on the “Create Application” button to access the new app creation screen.

STEP 3: On the app creation screen, fill in the required information completely:

• App name: Enter the name of your app that will appear on Google Play Store here.
• Default language: Enter the default language of your app here.
• App or game: Choose the app option from this section.
• Free or paid: You can choose whether your app will be free or paid here. If your app includes paid subscriptions like monthly/yearly, you should select the free option here. This question asks whether a fee will be charged to download the app.

In the declarations section, check the boxes to agree to the two items and click the Create App button.

STEP 4: The control panel page will open. Click on the View Tasks button under the “View tasks” section.

STEP 5: You need to fill in all the items in the opened window with the appropriate information. First, click on the “Set Privacy Policy” button.

STEP 6: On the opened page, paste the link to your privacy policy in the area marked as 1 in the image below. The privacy policy you add must be in an online format that can be accessed by users and cannot be modified by them.

If you have a privacy policy page created for your app, you can provide the link to that page here. If you do not have such a page, you can access the Mobiroller Privacy Policy here, which can be used for your Google Play publication.

After adding the agreement, first click the Save button to save it, and then return to the Control Panel.

STEP 7: In the next step, click on the “App Access” item.

STEP 8: On the “App Access” page, what matters is whether your app has a membership feature. In this step, if your app has a membership feature, we will define a test account, and the Google Play team will test the app using this account.

• If your app does not have a membership feature, check the option “All functionality in my app is available without any access restrictions” and save it.
• If your app has a membership feature, check the option “All or some functionality inmy app restricted” and follow the instructions below.

IMPORTANT NOTE

If you do not use the Mobiroller membership site in your application, but there is a membership feature in the web content you have added; test login information is needed for that web content. If the application is a Webview application and there is a membership feature on the website, you must add the test login information for that website here.

Before clicking the “Add Instructions” button, we need to create a test user for Google Play from your application management panel.

Log in to the Mobiroller application management panel. In the left menu, click App Login/Register -> Member Management.

Click the Add Member button on the opened page.

On the “Add Member” screen, fill in the email, password, and first and last name information. If there are other profile elements in your application, you must fill in those as well.

After adding the test user, click the “Add Instructions” button in your Google Play Console account. On the opened page:

• Instruction Name (1): Here, you can give a name for the login information, such as “Test Account” or “Google Play Account.”
• Username and Password (2): Enter the username (email) and password that you created using the Mobiroller panel.

After entering this information, check the box that says “There is no additional information required to access my application” and click the “Add” button. After adding the instructions, click the “Save” button and return to the control panel.

STEP-9: Click on the Ads option. In the opened screen, if your app has ads, select “Yes,” otherwise select “No.” Afterward, click the Save button and return to the control panel.

STEP-10: Click on the Content Rating option.

Click on the “Start questionnaire” button on the content rating page.

Fill in the Email address and Category fields under the Category section and click the Next button.

On the opened page, you will be asked some questions about your application. You need to answer these questions and first click the Save button. After that, click the Next button that will be activated.

STEP-11: Click on the “Target Audience” section.

Select the target age group for your application. After making the selection, click on the Next button, which will be activated, and save on the next screen.

Step 12: Click on the News Apps button.

In the opened screen, determine whether your app is a news app. If your app is not a news app, select “No” and click the Save button.

If your app is a news app, select “Yes” and specify your news source in the opened box in detail, then click the Save button.

STEP-13: You should fill out the data safety form by reviewing our article “How to Fill Out the Data Security Form?” in detail.

Pay special attention to the steps mentioned in the article, as incorrect completion of the data security form is one of the most common reasons for rejections recently.

STEP-14: After filling out the data security form, you need to complete the other information.

• Government Apps: Specify whether your app is a government institution app or not, and save.
• Finance Features: If there is a finance feature in the app, add it. If not, select the “No feature” option and save.
• Health: If there is a health feature in the app, add it. If not, select the “No feature” option and save.

STEP-15: Make sure all the items we have previously completed are checked off.

Then, click on the “Select an app category and provide contact details” button.

On the Store Settings page, click the Edit button next to the App Category title and select a category and tag for your app.

Then, under the Store Entry Contact Information section, click the Edit button and enter your email address. The other fields such as Phone number and Website are not mandatory.

After entering all the information, click save.

STEP-16: Click the “Set up your store listing” button.

In this screen, we will enter the information for your app that will appear on the Google Play Store.

• App name: Enter the name you want your app to appear with on Google Play Store.
• Short description: Add a short description of your app.
• Full description: Enter the description text for your app. You should explain the functions of your app and how it benefits users. Otherwise, your app’s description may be deemed insufficient or not reflective of the app, which may lead to rejection.

Under the Graphics section, we need to add the visual information.

• App icon: This is the logo that will appear for your app on Google Play Store. The logo you upload should be 512×512 pixels in size and can be in PNG or JPEG format.
• Feature graphic: Your feature graphic should be 1,024 x 500 pixels in size and a PNG or JPEG file no larger than 15 MB.

You can add your app screenshots that will appear on Google Play Store from the Phone section.

We recommend adding at least 4 screenshots. The screenshots should have a width between 320 and 3,840 pixels, with an aspect ratio of 16:9 or 9:16, and a maximum size of 8 MB per PNG or JPEG file. The suggested image size is 1242×2208 pixels.

After completing the screenshots, click the Save button located at the bottom right corner.

STEP-17: You must complete all the steps up until this point. At this stage, you will see the logo and name of your application on the control panel page.

After this step, we will need to upload the production files of the application. However, at least 20 test users must test the application for 14 days, and the app must remain installed on their phones.

Click on the “Closed Testing” button in the left menu of the control panel.

STEP-18: To create a closed testing channel, click the “Manage track” button. If you want, you can create a new track.

STEP-19: Before creating a version in the closed test channel, click on the “Select Country” button on the screen.

You can either select all countries or choose specific countries as per your preference.

STEP-20: After completing the country selection, click on the “Select Testers” button.

STEP-21: You must create an email list and add at least 12 test users. The owners of the email addresses you add here will be able to download your app as a test user via Google Play.

In the “Feedback URL” or email address section, you should specify how test users will send feedback to you. You can create a Google Form and place it here.

After completing all these steps, click on the Save button.

STEP-22: After adding your test users, click on the Create a New Release button on the Closed Test screen.

ADIM-23:After this step, generate a new AAB file for your application via Mobiroller panel and upload this AAB file by clicking the Upload button.

STEP-24: After adding your ABB file, you will see the .aab file on the screen. Then click the Next button.

STEP-25: When you submit your app for production for your test users, it is generally approved on the same day.

Afterward, as shown in the visual, you can track how many days have passed since the 12 test users installed the app. After 14 days, the Apply for production button will become active.

When you click the Apply for production button, the Google Play team will ask you some questions. The questions are as follows:

• Where did you find the users who participated in your closed test? For example, did you ask your friends and family, or did you use a paid test provider?
• How easy was it to find test users for your app?
• What kind of interaction did you receive from test users during your closed test?
• Summarize the feedback you received from test users. Also, mention how you collected the feedback.
• Who is the target audience for your app?
• Explain how your app provides value to users.
• How many downloads do you expect your app to have in its first year?
• Based on what you learned from the closed test, what changes did you make to your app?
• How did you decide that your app is ready for production?

You should answer these questions and complete your submission for publication.

STEP-26: Once you complete your submission, you will see the message “We have received your production access request.” After this step, you will need to wait for the results of the publication review.

If the publication is negatively reviewed, you will need to conduct another 14-day test process and reapply for production.

STEP-19: After selecting the countries, click on the Release Dashboard tab and click the Create New Release button on the opened screen.

ADIM-20: After this step, generate a new AAB file for your application via Mobiroller panel and upload this AAB file by clicking the Upload button.

STEP-21: After adding your AAB file, you will see the .aab file on the screen. Then click the Next button.

STEP-22: There may be yellow-marked error and warning messages on the screen. These warnings are not important for now, you can click the Save button.

If there is a red warning on the screen, it means you have made an incomplete or incorrect action, and you should resolve the error.

STEP-23: In the small window that appears, click the “Go to Overview” button.

STEP-24: Finally, on the release summary page, click the “Send x change for review” button to submit your app to the Google Play Store for publication.

If you encounter an issue with the advertising declaration, you should accept the advertising declaration and check the analytics option.

Without uploading this signing key, you cannot upload your AAB file to the system or proceed with publishing or updating your app.

Let’s explore how to create a signing key for your mobile app prepared with Mobiroller.

STEP 1: We will upload the app’s production files. Click on the Production button located in the left menu on the control panel page.

STEP 2: On the Production page, before creating a release, click on the Countries/Regions tab. On the screen that opens, click the Add Country/Region button.

In the new window, select the countries where you want your app to be available. You can choose all countries or specific ones. After making your selection, save the changes.

STEP 3: After selecting the countries, click on the Release Dashboard tab and then click the Create New Release button on the screen that opens.

STEP 4: On the Production Release screen, click on the Change Signing Key button.

STEP 5: On the window that appears, click on Change app signing key.

STEP 6: On the page that opens, select the option Export and upload a key from a Java keystore.

After making this selection, follow these steps:

1. Click on Download the encryption public key to download the file.
2. Click on Download the PEPK tool to download the tool.
3. Click on Download the source code to obtain the source files.

The downloaded files will be used to create the signing key for your application.

To create your signing key file, upload the files you downloaded and submit a signing key request. Once your request is submitted, the signing key file will be sent to you via email within 1 business day.

STEP 7: Once the signing key file has been sent to you, download it to your computer.

On the screen, click the “Upload Generated ZIP” option and upload the signing key file you downloaded to your computer.

STEP 8: After uploading the signing key file, you will see a message on the screen saying “Versions signed by Google Play.”

From this point onward, generate a new ABB file for your application via the Mobiroller panel and click the Upload button to upload the ABB file you created.

This form must be filled out carefully and accurately to provide the required details. One of the most common reasons for rejection during the Google Play Store publication process is the Data Safety form. Providing incomplete or incorrect information here may result in your app being rejected.

Let’s now review how to properly fill out the Data Safety form:

Step-1: From your Google Play Console account, navigate to the dashboard and click on the Data Safety button under the “Set up your app” section.

Step-2: On the screen that appears, click the Next button to continue.

Step-3: Fill in the information in the “Data Safety” section according to the visuals provided below.

• If the account creation/membership feature is enabled within the application, it should be filled out as shown in the visual below:

Note: The Account Deletion URL field can include the URL link to your Privacy Policy. If you do not have a privacy policy, you can access the privacy policy prepared for you by Mobiroller from [here].

• If the application does not include an account creation/membership feature, it should be filled out as shown in the image below:

Step 4: In the next screen, we select the types of data collected.

1. If your app includes the Maps module, the selection should be made as shown below.

2. If your app includes the account/registration feature, the selection should be made as shown below.

4. The following fields must be filled in regardless of the app content.

Once the relevant fields are filled out, click the Next button.

Step 5: In the next step, we will specify the purpose for which the selected data will be used.

• If the app cannot be accessed without account/member registration, the following options should be selected when filling out each data type for “Personal Information.”

• If access to some screens is available without account/member registration, the following options should be selected, and the process for “Personal Information” should be completed.

• For data related to “Location,” the following options should be selected.

• For data related to “Photos and Videos,” the following options should be selected.

• For “App Information and Performance,” “App Activity,” and “Device or Other Identifiers,” the following selections should be made.

Once all these steps are completed, click the “Next” button.

In the store entry preview screen, you will complete the process. Click on the three-dot icon in the lower-right corner. Then, in the small pop-up window, click the “Save” button.

After saving, you will see the message “Changes saved. Submit for review from the publishing summary page.” This means that you have completed filling out the Data Security Form.

To help you manage your apps in accordance with this rule set by Google, we have introduced an update that allows you to manage “Dynamic Permissions.” Now, you can define ‘Dynamic Permissions’ for your APK and AAB files and publish your app on the Google Play Store with the permissions you have chosen. Let’s define what “Dynamic Permissions” is for those who are not familiar.

Dynamic Permissions are defined as permissions such as location, storage, camera, and microphone that should either be included or excluded from the APK files based on the content scope of your app.

For example, when you select the storage permission option while generating an APK in our new APK production wizard, you grant the permission that “Users can upload or download PDF, images, and document contents within my app.” During the Google Play Store app review process, your app will be evaluated based on this technical criterion.

Below, you can find the definitions and explanations of Dynamic Permissions that are available in the new APK and AAB production engine, as requested by Google Play Store.

Location Permission:

• Map Module – Show My Location Feature

If your application uses the ‘Map’ module, you must activate the ‘Location’ permission.

• Website Content – Features Related to Location

If your application contains website redirects and the website requires maps or location permissions, you must activate the ‘Location’ permission.

Storage Permission:

• Chat Profile Picture, Website Content Storage, Notepad Module, Form Module, PDF Module, Image Gallery Module

If your app includes the following functionalities:

• Uploading profile pictures linked to the chat feature,
• Uploading or downloading files related to the website module and content usage,
• Using the Notepad module,
• Uploading or downloading files and images through the Form module,
• Downloading files through the PDF module,
• Downloading images through the Image Gallery module,

You need to enable the ‘Storage’ permission.

Camera Permission:

• Website – Screen Recording, Video Streaming, Camera Access:

If your app includes the following features through the Website module, you should enable the ‘Camera’ permission:

• Screen recording functionality,
• Video streaming (live broadcasting) features,
• Access to the camera for any related purposes on the website module.

Enabling the camera permission will allow your app to access the device’s camera for these activities, in compliance with Google Play’s policy on dynamic permissions.

Microphone Permission:

• If your app includes the ‘Audio Recording’ feature through the Website module, and microphone access is required, you must enable the ‘Microphone’ permission.

This will ensure your app complies with Google Play’s dynamic permission requirements, allowing access to the device’s microphone for audio recording.

During the developer account creation process, there are two different types of developer accounts:

• Individual Developer Account
• Corporate Developer Account

What Type of Developer Account Should I Have?

Developers with individual developer accounts must meet certain app testing requirements before they are eligible to publish their apps on Google Play.

Starting from November 13, 2023, developers creating personal accounts must test their apps with at least 12 test users for 14 days before publishing them. Otherwise, Google Play will not allow the app to be published. Based on our experience, during the first 14 days of the testing process, Google Play will generally reject your app, and you will need to initiate a second 14-day testing process. Therefore, at least 28 days will be required to publish the app.

If you already have a developer account created before November 13, 2023, this rule does not apply, and you can directly publish your app.

If you don’t want to deal with the testing process and you are a company, we definitely recommend creating a Corporate Developer Account.

To create a Corporate Developer Account, you will need a DUNS number for your company. How to get it is detailed in the corporate developer account creation documentation.

Here are the steps you need to follow to open a corporate developer account.

How to Create an Corporate Developer Account on Google Play Store?

First, you need to go to Google Play Console and sign in with the Google Account (Gmail) you will use to upload your app.

On the screen that appears, click the Select organization type button under the Organization heading. A window will pop up with four options:

1. Company or Business
2. Nonprofit Organization
3. Government Organization
4. Educational Institution

Select Company or Business from these four options and click the Get Started button.

On this page, the required information to create a corporate developer account is listed. Click the Continue button.

You need to assign a name to your developer account. The name of your developer account will be visible to your users on the Google Play Store app listing pages. It is important to choose this name carefully. You can enter your company name or brand.

If the developer account name you choose is already in use by someone else, you will need to select a new one. The system ensures that developer account names are unique.

To create your developer account, you will need a payment profile. Click the Create or Select Payment Profile button.

In the pop-up window, click the Create New Payment Profile button.

Since you are opening a corporate developer account, you will need your company’s D-U-N-S Number. If you already have a D-U-N-S Number, you can enter it here.

What is a D-U-N-S Number?

A D-U-N-S number is used to verify your business. It is mandatory to obtain this number to publish your app with a Corporate Developer Account.
The D-U-N-S number is 9 digits long and consists only of numbers.

After entering your D-U-N-S number, click the Next button.

If the D-U-N-S number you entered is correct, your company information will appear on the screen. If the information is accurate, click the Confirm button.

On this screen, you can see that your D-U-N-S number, company information, and payment profile have been approved. Click the Next button on this screen.

After creating your payment profile, you will be asked for some information about your business.

• Organization Size (1): In this field, you should enter the number of employees in your business.
• Organization Phone Number (2): Enter your business phone number here. When adding the phone number, make sure to include the country code. For Turkey, start with +90 and then enter your number.
  Example: +905551112233
• Organization Website (3): Enter the link to your business website here. This field is not mandatory, but the system will require it to upload apps to your developer account. Therefore, it’s recommended that you fill out this field now. The website URL should start with http:// or https://.
  Example: https://www.mobiroller.com/

After entering this information, click the Next button.

On this screen, you will be asked for some information for your developer account profile.

• Developer’s Phone Number (1): Enter your phone number with the country code. For Turkey, start with +90 and then enter your number (e.g., +905551112233). After entering the phone number, click the Verify Phone Number button to complete the SMS verification. NOTE: The phone number you enter here will be visible to users.
• Developer’s Email Address (2): Enter the email address that users can use to contact you. After adding it, click the Verify Email Address button and confirm the email with the code sent to your email.
• Confirmation (3): Check the box in the confirmation section.

After completing all these steps, click the Next button.

Under the About You section, there are two fields:

• Play Console and Android Experience: In this field, you can briefly mention your previous experience with publishing apps on Google Play Store, if any. If you don’t have any experience, you can write “No experience.”

After entering this information, click the Next button.

In the next screen:

• Number of Apps (1): You should select how many apps you plan to publish in the next 12 months.
• Monetize on Google Play (2): You need to indicate whether you intend to make money from the apps you publish on Google Play.
• App Categories (3): This field asks which categories you plan to publish apps in. However, these categories are highly sensitive, so we recommend selecting “None” in this section.

After completing these steps, click the Next button.

Google will need to contact you in certain situations. Therefore, you must provide the contact details for communication.

• Contact Person’s Name: Enter the name and surname of the person to whom the contact information belongs.
• Contact Email Address: Enter your contact email address here. If you enter the email address that you have already verified, the system will not ask for re-verification. However, if you enter a different email address, you will need to click the Verify Email Address button and confirm the email by entering the code sent to your email.
• Preferred Language: Select the language in which you want to be contacted.
• Phone Number for Communication: Enter your phone number where Google can reach you. The phone number should include the country code. For Turkey, start with +90 and then enter your number (e.g., +905551112233). After entering the number, click the Verify Phone Number button to complete the SMS verification.

After adding all the details, click the Next button.

Finally, in the Terms screen, you will see four different options.

The first two items (marked with an exclamation mark) are mandatory. You should select these two options. The other two options are optional, and it is up to you whether to select them or not.

After marking the options, click the Create Account and Pay button.

Finally, we are at the payment stage.

On the opened page, click the Add Credit or Debit Card button to enter your card details. Then, proceed to the payment step and complete the payment.

This fee is charged by Google as a one-time payment. Once you pay the fee and activate your account, you will have the right to publish as many apps as you want (as long as they comply with Google Play rules).

Once all these steps are completed, your developer account will be created.

After the payment, identity verification will be required in your Google Play Console account dashboard. You must complete this step fully. The system will not allow you to add apps without completing this process.

Once your developer account is created, you will have access to the Google Play Console account. To complete the setup of your developer account, you will see two different notifications on the screen.

1. Identity Verification: You will need to upload a photo of your identity documents during this step. Make sure to follow the required instructions and complete the process.
2. Verify Your Business Website: You will need to verify the website of your business, which was provided during the setup process. This verification is done through Search Console. You can ask the team who created your website for assistance with this.

Once you have successfully set up your Developer Account, you will be ready to publish Android apps on the Google Play Store.
